 SELECTION POLICY FOR BOOKS AND OTHER LIBRARY MATERIALS

 

A. Objectives

The purpose of the Fort Lee Public Library is to provide all individuals in the community with carefully selected books and materials to aid the individual in the pursuit of education, research, pleasure, and the creative use of leisure time.

Because of the volume of publishing, as well as the limitations of budget and space, the library must have a selection policy with which to meet community interests and needs.

The materials selection/collection development policy is used by the library staff in the selection of materials and also serves to acquaint the general public with the principles of selection.

The Library Bill of Rights and The Freedom to Read Statement have been endorsed by the Fort Lee Public Library Board of Trustees and are an integral part of the policy.

The materials selection/collection development policy, like all other policies, will be reviewed and/or revised as the need arises.

B. Responsibility for Selection

The ultimate responsibility for selection of library materials rests with the Library Director, who operates within the framework of the policies determined by the Fort Lee Public Library Board of Trustees. This responsibility may be shared with other members of the library staff; however, because the Director must be available to answer to the Library Board and the general public for actual selections made, the Director has the authority to reject or select any item contrary to the recommendations of the staff.

C. Criteria for Selection

1. The main points considered in the selection of materials are:

a. Individual merit of each item
b. Popular appeal/demand
c. Suitability of material for the clientele
d. Existing library holdings
e. Budget

2. Reviews are a major source of information about new materials. The primary sources of reviews are Booklist, Library Journal, The New York Times, Publisher's Weekly, and Kirkus.

The lack of a review or an unfavorable review shall not be considered the sole reason for rejecting a title which is in demand. Consideration is, therefore, given to requests from library patrons and books discussed on public media. Materials are judged on the basis of the work as a whole, not on a part taken out of context.

 

POLICY ON CONFIDENTIALITY

The Fort Lee Public Library advocates the principles implicit in the Library Bill of Rights and the Freedom to Read Statement, principles guaranteed by the Constitution. Regarding confidentiality, in order to guarantee the upholding of *Article 5 of the Library Bill of Rights, the Library shall endeavor to guarantee the right of privacy in the use of library materials to all its patrons. Access to patron files, either computerized or manual, is restricted to library personnel only, and details of personal data or selection of reading material shall not be disclosed to anyone outside of the staff. The borrowing history of any item shall be kept in strict confidence, that is, the identity of patrons who have borrowed a particular item, shall be deemed a private matter. No permanent record of the borrowing history of any item shall contain the borrower's written name and/or address. Such records shall not be made available to any agency of state, federal, or local government except pursuant to such process, order or subpoena as may be authorized by law, and such process has been properly shown to have good cause. Confidentiality of Library Users' Records

Library records which contain the names or other personally identifying details regarding the users of libraries are confidential and shall not be disclosed except in the following circumstances:

1. The records are necessary for the proper operation of the library
2. Disclosure is requested by the user, or
3. Disclosure is required pursuant to a subpoena issued by a court or court order

*The rights of an individual to the use of a library shoud not be denied or abridged because of his/her age, race, religion, national origins, or social or political views.

 

 

INTERNET ACCESS POLICY

The Fort Lee Public Library attempts to provide Library users with the most current resources available. We accomplish this, in part, by offering patrons free access to the internet from workstations located in the Library.

The internet is a world-wide entity with a diverse user population. Our patrons access and use it at their own risk. The Library does not monitor nor have control over the information found through the internet and is not responsible for its content, timeliness, or accuracy.

All internet resources available in the Library are provided equally to each Library user. The Library may set time limits for its use so that all patrons seeking access will have an appropriate opportunity. The Library reserves the right to end an internet session when time limits are exceeded.

Parents or guardians, not the Library or its personnel, are responsible for the information found by children. Because parents and guardians may feel that information available through the internet is not suitable for viewing by the children in their care, supervision is advised.

Normally, the Library staff will not monitor or supervise internet access, other than for length of use. However, if internet searching results in disruption of Library services, or patron behavior when using internet resources becomes inappropriate for a library setting, the Library reserves the right to end the session.

 

LAPTOP/NOTEBOOK COMPUTERS IN THE LIBRARY

The Fort Lee Public Library makes available for use by its patrons computers connected to the Internet, computers connected to the BCCLS catalog with access to regionally funded databases, and a computer with word processing software. Patrons may also bring their laptop, notebook, or hand-held computers into the Library and use them with their batteries in adult-designated areas of the Library. The Library also provides a special area of the Adult Reading Room with electric outlets to be used with these computers. Patrons using this area agree to keep power cords on the table, out of the traffic areas, and also agree that electricity is used at their own risk and the Library will not be held responsible for any damage to the patrons' computers. The quiet use of such devices is expected and any infraction or misuse of the Library facilities or rules will result in denial of Library services to the patron.

 

SOCIAL MEDIA POLICY FOR THE FORT LEE PUBLIC LIBRARY

The Library offers blogs, ratings, reviews, comments and other social software tools for educational, cultural, and recreational purposes only for the use of Library users with current active membership cards of the Library or any other library that is a member of the Bergen County Cooperative Library System. Library social software tools provide a limited (or designated) public forum to facilitate the sharing of ideas, opinions and information about Library-related subjects and issues. Library social software is intended to create a welcoming and inviting online space where Library users will find useful and entertaining information and can interact with Library staff and other Library users. While the Library encourages an open forum, posts and comments may be monitored by Library staff. The Library reserves the right, within its sole discretion, not to post and to remove submissions or comments that are unlawful or violate this policy.

Definition of Social Software

Social software is defined as any web application, site or account offered by the Library that facilitates the sharing of opinions and information about Library-related subjects and issues. Social software includes such formats as blogs, listservs, websites, social network pages or posts to community reviews and customer ratings of Library materials.

Rules for Commenting and Posting

  • Posting offensive, obscene, pornographic, threatening or abusive content is strictly prohibited. The Library will remove comments that contain abusive, vulgar, offensive, threatening or harassing language, personal attacks of any kind, or offensive terms that target specific individuals or groups.
  • Posting any comments or content which discriminate on the basis of race, color, religion, national origin, sex, sexual orientation, handicap, creed or ancestry.
  • Individuals are fully responsible for libelous or defamatory comments.
  • Don’t include personal information. The Library strongly discourages individuals, especially under the age of 18, from posting personal information about themselves (for example, last names, school, age, phone numbers, addresses, etc.), and reserves the right to remove any posts with personal information about other people or that violate a third party’s right to privacy.
  • Comments and posts should be related to the issue or topic discussed.
  • Duplicate posts from the same individual are discouraged.
  • Spam and commercial content will be removed. The Library will remove posts or comments used for political and commercial purposes or for soliciting funds. Gratuitous links to sites are viewed as spam and will result in the comment being removed.
  • Individuals should not post anything that they do not have the right to post.

Disclaimer

The Library is not responsible for any of the patron-generated comments/content that appear on its sites. A posted comment is the opinion of the poster only, and publication of a comment does not imply endorsement or agreement by the Library, its employees or the Board of Trustees. Users may report concerns. The Library will endeavor to review those concerns as soon as possible.

No Privacy

You should have no expectation of privacy in postings on Library-sponsored social media sites, and by utilizing these sites, you consent to the above stated rules for commenting and posting and acknowledge the Library’s right to access, monitor and read any posting on the sites. The Library’s social media sites may be considered public records under the New Jersey Open Public Records Act. If requested, the Library must disclose public records to third party requestors unless certain exemptions apply. The Library in its sole discretion shall determine whether postings on its social media sites are public records and whether exemptions from disclosure apply.
